Two things below need to be done.
1. Add value to registry.
Path: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\SharedAccess
Type: DWORD
Setting: EnableRebootPersistConnection
Value: 1
2. Set "Internet Connection Sharing (ICS)" service automatic start.
